Contracting Opportunities

The Office of the State Public Defender (OSPD) awards contracts to support specific initiatives through Requests for Proposals (RFP).

An Overview: The Bidding Process

The OSPD releases RFPs and awards contracts through a competitive bid process. If applicants meet minimum qualifications, subject matter experts evaluate the applications and proposals to determine the highest scores. The highest scoring proposals are recommended for award. OSPD publishes a Notice of Intent to Award on its website and through a listserv announcement.

Bidding Process Steps

  1. Release of the RFP The RFP is released and published on the Cal eProcure California State Contracts Register. All RFPs include a due date for submissions in the Key Action Dates section and other dates related to the procurement process.
  2. Question and Answer Period OSPD collects questions regarding the RFP from potential bidders, compiles responses and posts all questions and answers with the RFP on Cal eProcure.
  3. Application Due Date All applications/ proposals are due on the date provided in the Key Action Dates section of the RFP.
  4. Evaluation A team of subject matter experts scores RFPs by consensus. The highest scoring proposal is awarded the contract.
  5. The Notice of Intent to Award The Notice of Intent to Award and the selected vendor’s name is announced and posted on the OSPD website.

Procurement

In California, Small Business is a "Big" Deal

OSPD purchases a variety of IT and non-IT products and services to effect business operations.  As required by Assembly Bill 2019, the agency has an “equity first policy” to ensure that small businesses pursuant to Government Code Section 14837 including women-owned, minority-owned, and LGBTQ-owned businesses, are effectively involved in, and benefiting from, the procurement process of the agency.

To do this, OSPD gives first consideration for sourcing all procurements totaling $2500 to the cost limits allowed by the SB/DVBE option to California certified Small Businesses.

OSPD welcomes Small Business (SB), Micro Business (MB), and Disabled Veteran Business Enterprise (DVBE) suppliers and contractors as business partners.  We are committed to providing contracting and procurement opportunities to certified SB/MB/DVBEs.

OSPD has a dedicated advocate as required by Government Code, Section 11148.5(a), to provide you with the following and much more:

  • Seek out, educate, encourage, and assist SB/DVBEs with opportunities for economic growth, by participating in OSPD contracting and procurement activities.
  • Ensure OSPD procurement and contracting processes are administered in order to meet or exceed the 25% SB and 3% DVBE participation goals as per: Executive Order D-43-01 and Executive Order S-02-06.
  • Receive, respond and resolve complaints or issues from SB/MB/DVBEs regarding compliance with OSPD regulations and policies.
  • Assist and answer questions from OSPD programs regarding our SB/MB/DVBE policies, procedures, waivers and E-procurement searches.
  • Provide resources and information on how to get certified as a small business in California.
  • Develop and conduct SB/DVBE program department trainings and workshops for procurement and contract staff.
  • Help resolve state contract issues, ensure prompt payment and disseminate information on pending solicitations.
